In order to implement the "Proposal of the Central Committee of the Communist Party of China on Formulating the 14th Five Year Plan for National Economic and Social Development and the 2035 Long Range Goals" and the "Outline of the 14th Five Year Plan for National Economic and Social Development and the 2035 Long Range Goals of the People's Republic of China", and promote the high-quality development of foreign trade, with the approval of the State Council, The "14th Five Year Plan for High Quality Development of Foreign Trade" (hereinafter referred to as the "Plan") is hereby issued to you, and relevant matters are notified as follows:
1、 Please strengthen organizational leadership, clarify the division of responsibilities, improve work mechanisms, formulate a "Plan" to refine and implement policy measures, and ensure that all tasks are implemented effectively.
2、 Please request the State Council to promote the high-quality development of trade. Each member unit, relevant department, and unit of the inter ministerial joint meeting should strengthen coordination and cooperation according to their respective responsibilities, form a working force in accordance with the requirements of the inter ministerial joint meeting mechanism, improve supporting measures, and guide and support local governments in implementing the Plan.
3、 The Ministry of Commerce will, in accordance with the spirit of the State Council's approval, strengthen the tracking, analysis, coordination and guidance of the implementation of the Plan in conjunction with relevant departments, timely organize the evaluation of the implementation of the Plan, and timely report major matters to the Party Central Committee and the State Council.
